Winter Parking Regulations

From Nov. 1-March 31, no parking is allowed from 2 a.m. - 6 a.m. on City streets

Vehicles that are parked on a City street at any time between 2 a.m. - 6 a.m. are at risk of being towed at the owner's expense.

Calendar Zone Exception
Within the Calendar Zone (bordered by Minnesota River, 10th Avenue, Marschall Road, and County Highway 69), a special odd/even parking rule applies between 2 a.m. - 6 a.m.
  • Park on the side of the street with even house numbers on even-numbered days (Dec. 2, 4, 6, …)
  • Park on the side with odd house numbers on odd-numbered days (Dec. 1, 3, 5, …)
Streets located within the marked blue area on the below map are in the Calendar Zone and subject to odd/even parking rules. There is no overnight parking allowed on streets marked in orange, and no parking anytime in the area marked by red. 


Snow Emergency Parking
A snow emergency is in effect when:
  • 2 or more inches of snow fall OR
  • The City Administrator declares one
During a snow emergency:
  • Parking restrictions are in effect 24 hours a day
  • These restrictions remain until streets have been plowed curb to curb


Storing Seasonal Vehicles (Residential Districts)

UNOCCUPIED RVs & CAMPERS UNDER 35 FT:

  • Only one RV per residential lot may be stored outdoors (others must be in enclosed structure)
  • Must be parked on a proper off-street driveway or parking surface
  • Must be at least 5 feet from interior/rear lot line and 15 feet from the street
  • Cannot be used as a residence or business
  • Visiting (occupied) RVs allowed up to 30 days, but cannot dump waste into sewers

BOATS & TRAILERS (including utility,  snowmobile, ATVs):

  • Maximum two per lot (must be under 20 feet long including tongue)
  • May be parked in rear or side yards (lawn, turf, or other surface)
  • Must be at least 5 feet from interior/rear lot line and 15 feet from the street
