The Shakopee City Council met Tuesday, Aug. 20. Among the meeting highlights: 

Council adopts Parks, Trails and Recreation Master Plan

The City Council adopted the Parks, Trails and Recreation Master Plan as a guiding document for the development and redevelopment of Shakopee’s parks and trails system over the next 20 years. The plan was developed by Confluence and based on feedback from the Parks, Trails, Recreation and Open Space Steering Committee, as well as residents through community engagement efforts and the Envision Shakopee process. Council purchases property to expand parkland

The City Council approved the purchase of four properties along Bluff Avenue in the amount of $695,000 to expand Huber Park and provide additional access to the Minnesota River. The council approved the purchase of 711 Bluff Ave. E., 717 Bluff Ave. E., 731 Bluff Ave. E. and unassigned parcel from the J. Kristin Sweeney Family LLP. The property includes one of Shakopee’s only marinas and has historical significance as the former home of Schroeder Brick Yard. The Parks, Trails and Recreation Master Plan recommended developing the land as a trail head and boat launch. City staff plan to bring a development plan with cost estimates to council in 2020. Council approves preliminary and final plat of Mount Olive Church Addition

The City Council approved the preliminary and final plat of Mount Olive Church Addition. D.R. Horton, Inc. – Minnesota plans to create four single-family residential lots on approximately nine acres north of 128th Street and west of Marystown Road. The lots include one reconfigured lot from Windermere South and three new lots from property located within Theis Highlands 1st Addition. Council reviews 2020-24 Capital Improvement Plan

The City Council reviewed the preliminary 2020-24 Capital Improvement Plan (CIP), which lays out the city’s capital projects over the next five years. The CIP prioritizes projects based on the organization’s resources and needs and includes buildings, equipment replacement, information technology, parks, streets, tree replacement, sanitary sewer and storm drainage. Contract awarded for Wood Duck Trail reconstruction

The City Council awarded a contract in the amount of $335,908.20 to Northwest Asphalt, Inc. for the Wood Duck Trail Reconstruction Project. The city is reconstructing Wood Duck Trail between Hohenstein Court and Maple Trail. Work is anticipated to begin this month with a completion by October. City approves school zone on Horizon Drive

The City Council approved the establishment of a school speed zone on Horizon Drive, adjacent to Living Hope Lutheran School. Signs will be posted indicating a 20-miles-per-hour speed zone while students are present. More information: Micah Heckman, Project Engineer, 952-233-9363. 

City accepts Toward Zero Deaths grant

The City Council gratefully accepted the 2019-20 Toward Zero Death Grant, issued by the Minnesota Department of Public Safety. This annual grant award Scott County law enforcement agencies $115,7000 of officer overtime while conducting traffic safety initiatives. More information: Jeff Tate, Police Chief, 952-233-9400. 

City sets date for sale of bonds for 12th Avenue project

The City Council set Sept. 17, 2019, as the date of sale for $4.22 million in general obligation tax increment revenue bonds to finance costs associated with the 12th Avenue Reconstruction Project. More information: Darin Nelson, Finance Director, 952-233-9326.
