Within one year of receiving a rental certificate, the property owner or manager must complete the required phase(s) of the Crime Free Multi-Housing program. Phase requirements are determined by the number of units within a property. Phase I training certificates will be accepted by other cities.
All rental properties: Must complete Phase I within one year of receiving their rental certificate.
Rental properties with four or more units: Must complete Phase I, II and III within one year of receiving their rental certificate.
What is crime free multi-housing?
It is a program designed to make multifamily dwellings safe and desirable places to live. The program is pro-property manager, pro-resident and anti-crime.
How to Register
To find Shakopee and surrounding area Phase 1 training opportunities, please visit the Minnesota Crime Prevention Association's Training Calendar. The City of Shakopee typically hosts a Phase 1 training in the spring, but property managers/owners are welcome to complete the training elsewhere in the state of Minnesota.

Phase One - Management training (day one training only)
Resident managers and/or property owners attend an eight-hour seminar in which they learn:
- How to use crime prevention on their property
- Benefits of applicant screening
- Tips to strengthen rental agreements
- How to become a proactive property manager
- How to maintain a fire safe environment
- The warning signs of drug activity
- Actions to take if they suspect illegal activity on their property
- The role of the police
- Crisis resolution and the eviction process
Phase 1 certification is awarded to the person completing the training, NOT the property. At all times, a property must have an owner or manager who is certified in the required phases. If the certified person no longer is affiliated with the property, the property must obtain a certified owner or manager for their property.
Phase Two - Security Assessment
This phase will certify that the rental property has obtained security survey by the Shakopee Police Department. Example of a security survey [PDF].
Phase 2 certification is awarded to the property. Phase II must be renewed after any major construction or additions to the property.
Phase Three – Resident Training
A meeting is held for the residents where crime watch and crime prevention techniques are discussed. A registered Night to Unite party meets this requirement. Learn more about Night to Unite.
Phase 3 certification is awarded to the property. In order to maintain certification, the property must participate in a crime prevention tenant meeting annually.
