The City of Shakopee issues many different types of permits and licenses. Unless otherwise noted, permits and licenses can be purchased online using our ePortal for permits and licenses. Select your permit type for more information.

Massage therapists operating in the city must obtain a one-time license. The license does not expire.

How to obtain a license

Submit your application through our ePortal for permits and licenses. You will be required to register for an account before submitting your application. Application fees, if applicable, may be paid in the ePortal using credit card or electronic check.
Undergo a background check by the Police Department. You will be prompted within the ePortal to submit the necessary information. Please note it can take up to 10 days for a background check.
Receive approval from the City Council

Driver's Licenses

The Scott County Customer Service C ent er, located at 400 Fourth Ave. W., Shakopee, provides driver’s license application and renewal, motor vehicle plates and title transactions, passport applications and renewal.

Business Licensing or Regulation

Currently the city does not license or regulate most businesses. For state or county licensing, contact the Minnesota Small Business Assistance Office at 651-556-8425.

Food and Health Licenses

If an individual business involves working with food, or if interested in obtaining a caterer's license, contact the Minnesota Department of Health.

Charitable Gambling Licenses
