The city owns and operates the sanitary sewer collection system. Collected wastewater is conveyed to the Metropolitan Council’s Blue Lake Treatment Plant where it is treated and discharged.

Sewer backups can occur in any home. Although they are uncommon, the damage they cause can be significant and messy.  If you experience a sewer backup, immediately contact the Public Works Department during business hours (6:30 a.m. to 2:30 p.m.) at 952-233-9550 or Scott County dispatch at 952-445-1411 after hours.

WHO IS RESPONSIBLE?

Property owners are responsible for the maintenance, repair and cleaning of the service line from the house to the city main line. Backup damage caused by vandalism or people dumping grease, diapers or other materials in the system will not be covered by the city’s insurance. The city is only responsible for sewer backups that are caused by negligence in maintaining the system lines.

PREVENTING BACKUPS

Before a problem occurs, check with your insurance agent to see if you have coverage with your policy, especially if you have finished areas on the same level as your sewer drain. Grease, diapers, feminine hygiene products, paper towels, large amounts of foods, etc., should be disposed of in the trash.

CONTACTING CENTERPOINT ENERGY                 

Because natural gas and sewer lines can cross one another, it’s also important to contact CenterPoint Energy by calling the local One Call number, 811, when you encounter a clogged sewer.

Blockages in sewer lines can occur if a plastic natural gas line is inadvertently cross-bored or inserted through a sewer line. Thus, be sure to:

• Call 811 to request that the natural gas lines are located prior to sewer cleaning
• Examine clogs that form at or near the point where the gas line crosses the sewer lateral
• Use camera devices, if necessary, to ensure the blockage is not a gas line
